I worked there in 1998/99 and I realised quickly that if nationals lost money or face bad things could and would happen. These chaps are possibly scapegoats for nationals who are just too big to bring to book. That's just how it is I'm afraid but with any luck and enough publicity they may be granted "mercy" after 12 months or so of hell. Evidence, proof and fair trials are all western conceits in this case.
